FAKTOR-FAKTOR KEBERHASILAN DAN KETIDAK BERHASILAN PEMANFAATAN DANA BOS DI SUMATERA UTARA

Abstract

Penelitian ini bertujuan untuk menemukan factor-faktor keberhasilan dan ketidakberhasilan pelaksanaan penyaluran dana Bantuan Operasional Sekolah (BOS) di Sumatera Utara. Melibatkan sebanyak 554 responden yang berasal dari berbagai elemen seperti Satker Dinas Tingkat II, Personil pada BANK penyalur, Komite Sekolah, Kepala Sekolah dan Siswa yang terdapat di kabupaten/kota propinsi sumatera utara  Hasil Penelitian ini membukikan bahwa, faktor-faktor yang dapat menentukan keberhasilan pelaksanaan penyaluran dana Bantuan Operasional Sekolah (BOS) di Sumatera Utara adalah: (1) Variabel Input, pada faktor:  sarana dan prasarana, media Informasi dan organisasi  (2) Variabel proses pada faktor: Seleksi dan Alokasi Dana, MONEV, Administrasi Pelaksanaan, Administrasi Keuangan dan Workshop, (3) Variabel Outpu pada faktort: Penyaluran Dana dan Pemanfaatan Dana. Sedangkan faktor-faktor yang menentukan ketidakberhasilan pelaksanaan kegiatan penyaluran dana Bantuan Operasional Sekolah (BOS) di sumatera adalah: (1) Variabel Input pada faktor: Juklak dan Sumberdaya manusia, Media Informasi, Sarana dan Prasarana.Katakunci: Bantuan Operasional Sekolah
